I didn't come across Microsoft FEP or IEP but from what I've chanced upon, you can get the full installer for SCEP by following the link here:

For your easy reference:

To download Microsoft System Center 2012 R2 Configuration Manager and System Center 2012 R2 Endpoint Protection, go here:

To download the full installer of SCEP v4-5-216-0, go here:
