And the name of that newly installed App which is asking to open web pages ?

However, You can disable that notification permanently via Local Group Policy Editor

Open Local Group Policy Editor(gpedit.msc) and go to -

Computer Configuration > Administrative Templates > Windows Components > File Explorer.

and enable Do not show the 'new application installed

Restore to a date when that wasn't happening... maybe you may do a few restores...

It's clearly a issue with default program used to open files and/or issue with shell extension/invalid context menu items.

You can use CCleaner to edit/remove them (Tools → Startup → Context Menu). There's also a lot of other programs to do so more thoroughly (I can't recall the names but you can easily find them with Google).

You can also try to clean the registry, but I'm not sure about the effectiveness.
