There is a previous discussion with this title which has been archived. There is an important tidbit of information which was missing in the original.

Create a new folder HBCD\XP\Drivers
Place your driver files in that folder. It will search "Drivers" (including subfolders) and add them automatically.

That is all correct. An important step not documented above is to run the XPCustomize.cmd in the HBCD\XP directory and remove the REM from the 3 lines dealing with networking (my concern was network/wifi drivers for a laptop). This will initiate the scan for the drivers added by the user when the miniXP boots.
