Yamicsoft Windows Manager all flavors. This software never messed up my pc in all the years I've been using it.

Its registry cleaner is fast and reliable ( I know what some think about reg editors, but for those who insist on having one I highly recommend it ).

There's really to much good I have to say about it. It's an all around cleaner, customizer and optimizer. 10+ :D

Given the above limited options - my vote is for a modern Windows (which does not encompass for Vista and older releases.)

If prima facie one does not have an OS - how are other software gonna have the opportunity to even qualify for an award. :doh:
