Some have hidden options and/or simple reconnect through software that doesn't require shutting it down. When I had DSL years ago, I used to do it all the time with 2wire modem + tomato on router + jdownloader reconnect to avoid wait times after downloading huge files off file file hosts. The IP address might vary according to your settings. Somewhere in that page, there was a way to re-establish the connection which would give one a new IP without doing a full modem reboot. This was over 5 years ago, Im on cable connection now. For cable, I mostly use VPNs now but since I have a tomato router connected to modem, I can just change the router's MAC Address and it'll assign me a new IP.
