external ip address not IPV4

temporary use proxy server or ask your ISP to change your static IP, check working / reliable proxy here eg IN your country http://spys.ru/free-proxy-list/IN/

I've change my external IP, by request to my ISP with reason my ping time is to high, or other sense reason.

but what the purposes you want to change your ext IP banned or what? sorry for the personal question. :D

How about more info? Like the modem's brand/model. Do you perhaps have a router connected to the modem? Maybe runs dd-wrt or tomato firmware? Some have hidden options and/or simple reconnect through software that doesn't require shutting it down. When I had DSL years ago, I used to do it all the time with 2wire modem + tomato on router + jdownloader reconnect to avoid wait times after downloading huge files off file file hosts.

I have also 2Wire 2700HG-D here, I think it's OK,..what adsl modem you're used? and are you still using 2wire?

For the 2wire i used to use http://192.168.1.254/mdc or http://gateway.2wire.net/management. The IP address might vary according to your settings. Somewhere in that page, there was a way to re-establish the connection which would give one a new IP without doing a full modem reboot. This was over 5 years ago, Im on cable connection now. For cable, I mostly use VPNs now but since I have a tomato router connected to modem, I can just change the router's MAC Address and it'll assign me a new IP.
