AFAIK, uxtheme.dll and other build 17031 libraries needs to be re-patched! My custom Dell theme is working and also my Dell start screen. I don't know why some have issues and others don't but would be great to find the factor that effects them. Keep in mind this is done through the oobe.cmd file not manually picking pic for start screen and theme.Update: Just customized my titles also so no issue there.
