Action center won't openDev manager won't openDisplay won't openPower option won't openSensors won't openTaskbar won't opentroubleshooting won't openWin firewall won't openand all of those icon missing ( see again screenie above )it drove me CRAZY. I know last option is RE-INSTALL but I will not go this time. May be some of you will give me some magic solution to solve this nuts. Curious where come from. Must be medicine I used already packed with this malware.last option >> RE-INSTALL then choose upgrade. The other one isn't NOT safe, it's just the Windows defaultl settings. The one marked "safe" still has some things disabled. I had this exact same problem and using BlackVipers registry file solved it.
