If I have to install win 8.1 again, would i be able to get a certain program from a monthly Image I do on my current win 8.1?

I want to retrieve a program called phone tray pro from a an image I made from my PC at the beginning of this month and place it on a newly installed win 8.1 and placing it on the same path to where it was on the current install of win 8.1?

Just re-install the program, thats what I would do :)

- I get the impression you are asking if you can "restore" just that program off/from a backup image? ( I don't think so)

I would encourage you to just install the program into your current setup, and not try to pull it out of a backup image.

( I do not even know if you can even do that?)

you can pull FILES from a backup image -example- the installer of that program?

( like if it was on your desktop .rar or .zip or .exe ) yes thats possible

- myself- I have never tried to move only an installed program from a backup image...usually I reinstall the entire image.

(operating system and all programs intact)

To the best of my knowledge, the only way to set up PhoneTray Pro call monitoring / blocking program on a fresh box is to start from scratch from the installer & re license.
