All .exe Files Blocked

Every time I go to run an exe file that I have downloaded, I'm prompted to run the file again through Windows Security(?). I have my UAC disabled and I'm using all of the default settings for my internet options. I did notice that every exe I download is blocked. I've looked online and the only thing suggested that would possibly help said to edit settings in the group policy; however, they also mentioned that this is not recommended.

Does anyone have any other suggestions on how to automatically unblock files when they are downloaded? I'm running Windows 7 x64 with NOD32.

This prompt shows up when a file is downloaded from other sources. Right click on the file, click the box Unblock and you will not see that popup again.

have you try @slimrock and @eurobyn suggestion?

Yes, I've used slimrock suggestion, but that's what I'm trying to avoid doing each time. I guess my question is, why is this happening after I reformatted and am using default settings? I tried downloading with Google Chrome and got the same result, so I'm thinking that it's some program on my computer.

As you see from the picture (Your added) - you do not have the original factory settings

Originally it must look like something like this (or if already marked, then you don't see it at all)

So - don't invent something more , simply try to restore the factory settings at first...and if done, then you can continue changing them.
