You can download the MPT Porting Kit installation file through the Microsoft’s official website directly http://www.microsoft.com/en-us/download/details.aspx?id=19153The reason I've linked you to the MPT drivers, is that you have a screenshot further up this thread showing a failure of installing the MPT sub-section.Also ensure you've disabled your AV & Firewall, as I expect they would inhibit installing low level drivers.RegardsDodel. I don't think it's software or driver related, which cable do you use? I had the same issues using a cheap copy of USB cable that came with the charger (Taiwan maybe).
