[Solved] Photo Manipulator Program

Could anyone suggest a good photo program? Something a little better than Windows Photo Gallery or Office Picture Manager. I know the ones that are listed on the front page. I do not need a Fancy Program Just something to clean up Photo's, Enhance & Optimize Colors, Contrasts etc.

Both have many tools including Levels and Lighting and other eyes candies for fixing , enhancing and manipulating snaps .
