MSXML 4.0 Service Pack 3 Windows 7-8

Hi guys,

Not sure if this is the right place to post this, but I am having some problems installing MSXML 4.0 Service Pack 3 on Windows 7 and 8. The error it gives me is, "you do not have sufficient privileges to access this file." I am the admin, so what gives? UAC is disabled, and I am running Windows 7 Ultimate and Windows 8 Enterprise, each on two diff computers. Any ideas will help me, as I have googled the problem, tried the so called working solutions, and none have worked.

What I have done so far:

1: Added a "Run as admin" command to .msi files, no luck

2: Downloaded an app that converts .msi to .exe, and run as admin. No luck.
