Does Windows Firewall Control have a learning mode? and is default fine or are there better settings?

The "WFC - *" rules you see are the predefined firewall rules set by the author. IIRC, he wants to block outbound connection to MS's data collection of some sort.

There's no "learning mode" that I'm aware of that WFC provides. Medium Filtering is effectively interactive mode as hallucinojerk stated. Low Filtering is basically the default operation Windows Firewall uses: notify user on inbound connection, allow all outbound connections.
