Making new PC

Hi guys ! I need advice , I am very big noob when its comes to hardware especially new one , I want your opinion about this already pre-configured PC , store claims that is like best buy bla bla , promotion , I can see comercial everywhere . I just want to give advice to my friend who have some old desktop PC with AMD 1.6 ghz and 512 RAM. I know that any kind of new PC for him is gona be like starship .

Processor-

AMD Athlon™ II X4 631 2.7GHz

Motherboard -

MSI A55M-P33

RAM-

4GB DDR3 1333MHz
CL9- no other info about RAM

GPU-

AMD Radeon™ HD 7750 1GB DDR5

HDD-

1,5 TB SATA II
7200RMP-no other info about HDD

Optical Drive-

DVD±RW DL
22x no other info

Case-

KME 2E67 USB

Keyboard-

KME KB2401

Mouse-

KME MA133PP

Overall price is 295 €, I dont know prices of hardware in other countries but I live in Serbia and our standard of living in this moment is very very poor. Or If someone who understand hardware rly good even can help me to make better PC up to 300-350 ˘€ in that store http://www.bcgroup-online.com/, you will have to use google translate :P , and 1 € is 110 Dinars atm. You can look at this site also. I think that have the best prices.

But I think that is 295e good price. Add 4gb ram more (20e more), and some good power supply.

Getting PC's especially Brands a little bit older one extrem cheap from ebay refurbished once or by itsco.de

Eg. I bought a few Lenovo Minitowers and Desktops partwise without CD/DVD Burner but thouse can get for 1 -12 Euro second hand to build in. Comes a 300+ Euro PC with luck for around 50
