Startup app issues - Windows 8

I've had Windows 8 for a week or so, and until yesterday, i've had no problem. When i restarted yesterday, 3 of my apps loaded up on startup, however the rest didn't. I loaded up one manually which then set the rest off. I then restarted again today and around 3 start up but the other 7 or so wont. In task manager, the start-up applications are all enabled but the start-up impact all says "Not measured" before it said medium or high. How do i fix this?

P.s: Looked in the task scheduler, only the programs in task scheduler are starting up, windows is ignoring the apps in the task manger start-up programs.

P.s around 19 minutes up, the programs finally started up, why is there this delay?

I just upgraded my Windows 7 tower to Windows 8... not noticing that big of a delay on start-up man... but then again I am on a SSD with Win8, not having any issues with Win8 at all on it
