Windows 7 Ultimate SP1 (US-English) - Currupted foreign character fonts

Hi, I am a new member to nsane.forums , also new to the computer world ... I discovered this website by chance while browsing for a solution and also downloaded a few great applications from it ...

I am still searching for a solution to the occasionally corrupted character fonts while displaying foreign characters (ie. display squares), perhaps there are experienced users out there whom might have a great solution,because I had to restore windows to an earlier point or even reinstall windows to normalize the fonts problem.
