This project, based on the Scintilla edit component (a very powerful editor component), written in C++ with pure win32 api and STL (that ensures the higher execution speed and smaller size of the program), is under the GPL Licence.

I think it's easy to draw the conclusions by yourself ;)

The author has a history of using the tuxfamily.org site to post pre-release versions as well as release versions. If, after about a week, the pre-release version exhibits no problems, then it becomes official.
