Windows Server issues aren't entirely uncommon, but they can often be a major headache as they affect enterprise customers. In June, we reported that the Patch Tuesday update had broken the DHCP Server service across all Windows Server editions. Similarly, July's Patch Tuesday update also broke the Cluster Service in Windows Server, but Microsoft has fortunately fixed it in the recent Patch Tuesday updates for August.
As noted by Bleeping Computer, Microsoft began tracking a Windows Server 2019 bug that was triggered after July's Patch Tuesday. Although the company initially issued private advisories to customers and requested those affected to reach out to Microsoft Support to apply mitigations, it seems to have updated its public tracker now too.
Basically, after installing Patch Tuesday updates released on July 8, customers noticed that their Cluster Service would start and stop intermittently. This was a major issue as it caused nodes to fail in rejoining the cluster and even enter quarantine states. Affected virtual machines would experience multiple restarts with Event Viewer consistently logging error ID 7031. That said, this particular issue did not impact all Windows Server 2019 customers, only those who had configured BitLocker with Cluster Shared Volumes (CSV).
Regardless, it was a fairly severe issue that Microsoft has now patched, as can be seen in its Patch Tuesday update for August 2025, tagged as KB5063877. The company has not shared details about why the service broke or how it was patched, but customers will be pleased to see a fix being rolled out anyway. This is not the only bug Microsoft resolved in the latest release for Windows Server 2019 either; it fixed an issue that left users with the Microsoft Changjie Input Method unable to select words.
Windows Server 2019 customers can apply August's Patch Tuesday update through Windows Update, Windows Update for Business, the Microsoft Update Catalog, or Windows Server Update Services (WSUS).
