The rule of thumb is pretty simple: If the CPU usage starts to peak regularly at over 50% this means that there's some activity going on in your system. This generally indicates some work being done on the background, and if you're not aware of anything going on that you requested, this may indicate some faulty background program, or even a virus. Getting rid of that will greatly speed up your computer and improve usability. The system RAM reading can also indicate a system that is either low on memory, if RAM usage peaks at 75% or more, or that some program needs to be closed to stabilize the system.
