The new version is described as a “re-imagining” of the initial trilogy, which kicked off with the seminal survival horror original in 1992. Today, developer Blackbird Interactive announced that its space-based RTS sequel, Homeworld 3, has had its release delayed from the first half of 2023 to February 2024.

	This is, unfortunately, the second time the release date for the game has been pushed back. When Homeworld 3 was first <a href="https://www.fig.co/campaigns/homeworld3/updates/984" rel="external nofollow">announced in September 2019</a>, it was supposed to come out in late 2022.

	In June 2022, it was announced the game <a href="https://www.fig.co/campaigns/homeworld3/updates/1551" rel="external nofollow">would launch in the first half of 2023</a>. This new delay to February 2024 means Homeworld 3 will miss its original target date by over a year.

At <a href="https://www.neowin.net/news/tags/build_2023/" rel="external nofollow">Build 2023 this week</a>, the company revealed even more upcoming AI features, including <a href="https://www.neowin.net/news/microsoft-brings-ai-to-windows-11-with-windows-copilot-to-make-every-user-a-power-user/" rel="external nofollow">Windows Copilot</a>.

	However, many people fear the rise of AI services. Some believe it will take away jobs from humans and others believe that AI could be used for hostile intent by individuals, groups, and even nations. Today, Microsoft announced it has created a new report called <a href="https://blogs.microsoft.com/on-the-issues/2023/05/25/how-do-we-best-govern-ai/" rel="external nofollow">Governing AI: A Blueprint for the Future</a> that has its own proposals on how companies and governments should keep AI in check.

	<strong>Develop a broad legal and regulatory framework based on the technology architecture for A</strong><strong>I</strong>: Smith says new laws and regulations, built on existing laws, will be needed to govern AI, including a new government agency to regulate artificial intelligence.

	<strong>Promote transparency and ensure academic and nonprofit access to A</strong>I: Smith says Microsoft will release an annual report on its transparency efforts for AI, and that new efforts must be made to expand AI research to academic and non-profit groups.

	NVIDIA <a href="https://investor.nvidia.com/news/press-release-details/2023/NVIDIA-Announces-Financial-Results-for-First-Quarter-Fiscal-2024/default.aspx" rel="external nofollow">has told investors</a> that its first-quarter revenues were down 13% year-over-year to $7.19 billion, but up 19% from the previous quarter. The company is aiming for revenue to reach $11 billion in the second quarter, plus or minus 2% - investors will be keenly watching to see if the firm achieves this goal.
</p>

	The company is a major beneficiary of the <a href="https://www.neowin.net/news/google-bard-can-now-bring-in-images-from-search/" rel="external nofollow">generative AI boom</a>. Without its underlying hardware, many of the generative AI tools that are coming online now wouldn’t be possible.

	“The computer industry is going through two simultaneous transitions — accelerated computing and generative AI,” said Jensen Huang, founder and CEO of NVIDIA.

	“A trillion dollars of installed global data centre infrastructure will transition from general-purpose to accelerated computing as companies race to apply generative AI into every product, service and business process.

	On the back of the generative AI explosion, NVIDIA has seen its data centre-related revenue hit a record $4.28 billion. That’s up 14% from a year ago and 18% compared to the previous quarter.

	On the other hand, its first quarter gaming revenue was at $2.24 billion, down 38% from a year ago but up 22% from the previous quarter. Its Professional Visualization business was down 53% to a revenue of $295 million and its automotive business was up 114% to a record $296 million.

	For any investors out there holding NVIDIA shares, the company said it will pay a cash dividend of $0.04 per share on June 30, 2023, to all shareholders who are on record as of June 8, 2023. During the first quarter, it paid out $99 million in cash dividends to shareholders.

	At the end of the trading day yesterday, NVIDIA stock was trading at around $305 per share. In after-hours trading when the first quarter results were announced, the stock price shot up and sits at $380 at the time of writing.

	With showcase season fast approaching, leaks are pouring in from all over. This time, it's Japanese retailers that seems to have spilled the beans. Assassin's Creed Mirage, the latest entry in Ubisoft's action series, is releasing on October 12, 2023 according to multiple store listings.

	As Japanese gaming news website <a href="https://twitter.com/gematsu/status/1661363369901735937" rel="external nofollow">Gematsu reports</a>, retailers in the country aren't apparantly keen on putting dates on products unless they are official, unlike in most western online stores where placeholder dates are common.

Taking place in ninth-century Baghdad, players will take the role of Basim in this adventure, a returning character from Assassin's Creed Valhalla.

	Windows is the first PC platform to announce centralized AI assistance for customers. Together with Bing Chat and first- and third-party plugins, users can focus on bringing their ideas to life, completing complex projects and collaborating instead of spending energy finding, launching and working across multiple applications.

	Windows Copilot provides personalized answers and helps users take action within Windows 11, like changing a setting, playing a specific playlist or opening a relevant app.

	Microsoft says the new Copilot acts like your "personal assistant" for everything Windows, essentially replacing Cortana that came before it. You can ask it to configure Windows settings, open apps, analyze text and images within apps, initiate snap assist, check for updates, and more. It's a tool for controlling many aspects of your computer, turning everyone into a power user.

Developers can now submit their AI experiences to the Microsoft Store on Windows.

		<strong>Microsoft Store Ads expansion</strong>: Microsoft Store Ads will expand in two significant ways starting in June. It will serve more than 150 regions, supported by Microsoft Advertising, and will be available in Bing search results. There’s also the addition of a spotlight section on Microsoft Store on Windows, a new premium location for developers to promote content and the ability to leverage videos.

		<strong>AI-generated review summary</strong>: Microsoft Store on Windows makes it faster and easier for customers to scan app reviews. Using the power of AI, reviews are analyzed and compiled into a simple summary, making it easier for customers to discover new content. This feature will be generally available soon.

		<strong>AI-generated keywords:</strong> Developers will soon be able to reach more customers with AI-generated smart keyword suggestions, resulting in more precise SEO for their product description pages.

		<strong>Restore Apps:</strong> When transferring to a new Windows 11 device, app icons will automatically be pinned to their same location, whether in the start menu or taskbar, making a new device feel familiar from the first sign in while also helping developers retain customers. 	Microsoft 365 Copilot, currently in private preview, will be natively integrated into Microsoft Edge, the AI-powered browser for the web. Microsoft 365 Copilot will bring powerful work-based capabilities to answer questions, complete tasks and more to the Edge sidebar.

	Microsoft is announcing that it will adopt the same open plugin standard that OpenAI introduced for ChatGPT, enabling interoperability across ChatGPT and the breadth of Microsoft’s copilot offerings.

	Developers can now use one platform to build plugins that work across both consumer and business surfaces, including ChatGPT, Bing, Dynamics 365 Copilot (in preview) and Microsoft 365 Copilot (in preview). If users want to develop and use their own plugins with their AI app built on Azure OpenAI Service it will, by default, be interoperable with this same plugin standard. This means developers can build experiences that enable people to interact with their apps using the most natural user interface: the human language.

	As part of this shared plugin platform, Bing is adding to its support for plugins. In addition to previously announced plugins for OpenTable and Wolfram Alpha, Microsoft also will have Expedia, Instacart, Kayak, Klarna, Redfin and Zillow, among many others, in the Bing ecosystem.

	In addition to the common plugin platform, Microsoft is announcing that Bing is coming to ChatGPT as the default search experience. ChatGPT will now have a world-class search engine built in to provide more up-to-date answers with access from the web. The new experience is rolling out to ChatGPT Plus subscribers starting today and will be available to free users soon by simply enabling a plugin.

	Nvidia lifted the review embargo for the <a href="https://www.neowin.net/news/nvidia-unveils-rtx-4060-and-4060-ti-starting-at-299/" rel="external nofollow">GeForce RTX 4060 Ti</a> today and unfortunately for Team Green, the vast majority of the tech press community is largely unimpressed by the generational uplift the new Ti card offers compared to the last gen RTX 3060 Ti. This 8GB GPU has been deemed too expensive for the performance it gives as it is only about 10% faster on average than the 3060 Ti and is priced at $399.

	Nvidia is also going to be releasing the RTX 4060 later in July and that has been priced at $100 less at $299. Unlike the Ti, which will have no competition from AMD's current RX 7000 series lineup (not considering older gen cards like RX 6700 10GB, 6700 XT 12GB, and 6800 16GB), the GeForce RTX 4060 will be competing with AMD's RX 7600.

	The <a href="https://www.neowin.net/news/alleged-full-specs-of-rx-7600-amds-answer-to-nvidia-rtx-4060-have-leaked/" rel="external nofollow">full specification details of the 7600</a> leaked earlier today and from the specs at least, it looks like the Radeon RX 7600 will be trading blows with the 6700 10GB, which means it should be similar in performance to Nvidia's upcoming RTX 4060 in terms of rasterization. However, it is likely to fall behind in ray tracing throughput.
</p>

	Perhaps as a result of that, as well as the extremely negative press that the $399 4060 Ti is receiving, the Radeon division has allegedly adjusted the pricing of the RX 7600 and has dropped it down by 10% according to a report by VideoCardz. The outlet claims that AMD has dropped the MSRP or SEP to $269. The press and influencers purportedly received the following information from AMD yesterday:

		Shutterstock plans to expand its API ecosystem with Giphy's 14,000-plus API/SDK integrations. It will gain 1.7 billion daily users implementing more than 1.3 billion searches daily and generating 15 billion daily media impressions, including across the Giphy website and app, today's announcement claimed.

		The New York City-headquartered company will also add new partners, since Giphy is integrated with business platforms like Microsoft Teams and Slack and social media ones like TikTok and SnapChat. Meta has also signed a deal to continue leveraging Giphy's API.

		Further, Giphy has partnered with media entities, including Disney, NBC, and Netflix, and sports leagues, like the NFL. However, <a href="https://www.reuters.com/markets/deals/britains-competition-regulator-orders-meta-sell-giphy-2022-10-18/" rel="external nofollow">Reuters</a> in October reported that "Giphy had no presence in the sector in Britain."

			Giphy had also argued that competitors Tenor and Gfycat were allowed to be acquired by Google and Snap, respectively.

			Regardless, Meta is poised to be out $262 million, plus the nearly <a href="https://www.bloomberg.com/news/articles/2021-10-20/facebook-fined-70-millon-over-rules-breach-in-giphy-deal#xj4y7vzkg" rel="external nofollow">$69.6 million fine</a> the CMA imposed in October 2021 after making merger moves without approval and the <a href="https://www.reuters.com/technology/facebook-owner-meta-says-it-will-pay-new-2-million-uk-fine-2022-02-04/#:~:text=LONDON%2C%20Feb%204%20(Reuters),firm%20said%20it%20would%20accept." rel="external nofollow">$2 million fine</a> it followed up with in February 2022.

			“It was Facebook’s decision to complete the merger before getting CMA clearance,” Tom Smith, a former CMA legal director and current partner at London's Geradin Partners, said, according to <a href="https://techcrunch.com/2023/05/23/meta-sells-giphy-to-shutterstock-for-53m-after-uk-divestment-order/" rel="external nofollow">TechCrunch</a>.

			“You can complete your merger, but the trouble is, if you do complete your merger, you take the risk that the CMA will start investigating after the fact and make life difficult for you by making you keep the two companies separate, and possibly at the end of all that, make you sell the company you’ve just bought.”

			All this lost money may not make a giant like Meta lose too much sleep, but there's a broader concern about what the forced sale of Giphy means for <a href="https://arstechnica.com/tech-policy/2021/12/metas-failed-giphy-deal-could-end-big-techs-spending-spree/" rel="external nofollow">future Big Tech acquisitions</a> and tech innovation.

			Microsoft is already feeling the impact of the CMA's reach as it searches for <a href="https://arstechnica.com/gaming/2023/04/despite-uk-ruling-microsoft-activision-merger-might-not-be-dead-just-yet/" rel="external nofollow">a way to acquire Activision</a> after the CMA <a href="https://arstechnica.com/gaming/2023/04/uk-government-blocks-microsofts-proposed-activision-purchase/" rel="external nofollow">blocked its acquisition </a>last month.

	﻿Last week Nvidia unveiled its RTX 4060 series GPUs, the RTX 4060 and 4060 Ti <a href="https://www.neowin.net/news/nvidia-unveils-rtx-4060-and-4060-ti-starting-at-299/" rel="external nofollow">starting at $299</a>. And although we were already aware of the detailed specs, performance and pricing of the GPUs courtesy of <a href="https://www.neowin.net/news/leak-alleged-official-nvidia-rtx-4060-4060-ti-specs-performance-price-and-release-dates/" rel="external nofollow">leaked announcement presentation slide decks</a>, it was good to have official confirmation that Nvidia indeed was looking to sell an 8GB GPU for $400, in 2023, and its 16GB variant for $100 more; and this is while offering <a href="https://www.neowin.net/news/nvidia-unveils-rtx-4060-and-4060-ti-starting-at-299/" rel="external nofollow">very little generational uplift</a>.
</p>

	If you are in the market to buy a new GPU and looking at alternatives, then you may not have too much of a luck. That's because AMD's RTX 4060 counterpart, the RX 7600 is also rumored to be coming in at a pretty high price. <a href="https://www.neowin.net/news/amd-prepping-rx-7600-to-take-on-nvidia-rtx-4060-and-it-too-might-be-overpriced/" rel="external nofollow">Some of the early retail listings online</a> suggest AMD could price the RX 7600 at around $299, in order to price-match Nvidia.

	As you may have noticed, the power draw (TBP) of the RX 7600 has gone up quite substantially, though users are looking at around a third more performance too as a trade off for the higher power consumption.

			First, temper your expectations: the “Zotac Zbox PI430AJ Pico with AirJet” isn’t exactly the kind of PC that sets most gadget lovers’ hearts aflame. 			Zotac has sold <a href="https://www.zotac.com/us/product/mini_pcs/all?field_filter_m_series_tid%5B%5D=2230&amp;field_filter_m_cooling_tid%5B%5D=2235" rel="external nofollow">previous fanless Picos with even slower Intel Celeron processors</a>, but not an Intel Core i3 — and this computer’s immediate predecessor, the PI336, <a href="https://www.notebookcheck.net/Zotac-ZBOX-PI336-pico-review-A-pocket-PC-with-Intel-Celeron-N6211-and-4-GB-of-RAM.636527.0.html" rel="external nofollow">was dinged</a> for being unable to maintain peak performance even though Zotac turned its entire case <a href="https://www.notebookcheck.net/Zotac-ZBOX-PI336-pico-review-A-pocket-PC-with-Intel-Celeron-N6211-and-4-GB-of-RAM.636527.0.html" rel="external nofollow">into a finned heatsink</a>.

			When I walked into Frore’s headquarters, the company showed me two of the new Picos with and without AirJets, both running the same endless loop of the Furmark graphics stress test. The one without an AirJet was a stuttering slideshow at barely a single frame per second, while the other was cracking 9, 10, even 11fps.

			You have vibrating membranes inside the chip. When they vibrate they create a suction force that pulls air from the top through the dust guard into the inlet vents, and then pushes it down at very high velocities, and that high velocity air impinges on the copper heat spreader at the bottom of the chip. It get saturated with heat by extracting heat from the copper heat spreader and then it exits sideways.

			Madhavapeddy says the suction force is so powerful — 1750 pascals of backpressure, ten times that of a fan — that you can make a completely dustproof PC with integrated filters over its only openings. It’s so powerful it can apparently cool other components in a PC by sucking air past them, with a single AirJet Pro supposedly enough to cool a 15W <a href="https://www.theverge.com/22579493/valve-steam-deck-gaming-handheld-pc" rel="external nofollow">Steam Deck</a> handheld gaming PC despite offering a net heat dissipation of just 8.75W — the rest of the cooling comes passively because the skin of the device is just that much cooler with the AirJet’s breeze jetting past.

			I’ll admit it’s a little hard to grasp how vibrating membranes can provide that much air pressure, particularly if they’re only consuming 1W of power as they do in the AirJet Mini, and Zotac’s Siu admitted to me that the company hasn’t completely finished failure testing Frore’s tech. But I definitely saw multiple AirJets spitting out air, felt it with my finger, measured it with a thermal camera, saw it with a <a href="https://www.grc.nasa.gov/www/k-12/airplane/tunvschlrn.html" rel="external nofollow">Schlieren flow visualization</a>, and heard it with my ear up close. It’s actually not completely silent, but incredibly quiet compared to most any fan I’ve dealt with before.

			Madhavapeddy admits the AirJet Mini isn’t for every kind of PC. It’s not a simple matter of replacing a fan with an AirJet — they also require dedicated control circuitry that has to be integrated into a system’s motherboard, and an internal layout that’s conducive (or easily adapted) to the airflow that makes sense. One of the biggest challenges is simply getting enough surface contact to make optimal use of the AirJet’s cooling, says Madhavapeddy though that’s not unique to Frore’s solution.

			But on the flip side, PCs with AirJet might not just be quieter — they could be built thinner as well, and/or with more room for battery, if they had a simple stack of copper heatspreader and an AirJet instead of an array of heatpipes connected to fans. Adding more AirJets doesn’t increase the thickness of a device, he points out.

			For now, the most important limitation is likely that an AirJet simply doesn’t provide as much cooling as competing solutions do, with a single AirJet Mini good for about 4.25W of cooling, with two required for the Zotac and three for a laptop. The Mini is the only AirJet in production so far, but the company’s also working on an AirJet Pro that’s roughly equivalent to the fan in a 13-inch MacBook Pro, and says the tech can easily scale up to larger future AirJets as well. In a Samsung Galaxy Book demo, he showed me a laptop managing higher sustained performance with several AirJets than it does with the stock fan.

			Madhavapeddy says some of the lowest-hanging fruit is gaming smartphones, where a single AirJet Mini could make quite a difference. While the Zotac PC is the first with an AirJet, he says Frore already has customers planning to announce other products later this year.

	<span style="font-size:20px;">Now is a good time to start thinking about the governance of superintelligence—future AI systems dramatically more capable than even AGI.</span>

	Given the picture as we see it now, it’s conceivable that within the next ten years, AI systems will exceed expert skill level in most domains, and carry out as much productive activity as one of today’s largest corporations.
</p>

	In terms of both potential upsides and downsides, superintelligence will be more powerful than other technologies humanity has had to contend with in the past. We can have a dramatically more prosperous future; but we have to manage risk to get there. Given the possibility of existential risk, we can’t just be reactive. Nuclear energy is a commonly used historical example of a technology with this property; synthetic biology is another example.
</p>

	We must mitigate the risks of today’s AI technology too, but superintelligence will require special treatment and coordination.
</p>

	<span style="font-size:20px;"><strong>A starting point</strong></span>
</p>

<p>
	 
</p>

<p>
	There are many ideas that matter for us to have a good chance at successfully navigating this development; here we lay out our initial thinking on three of them.
</p>

<p>
	 
</p>

<p>
	First, we need some degree of coordination among the leading development efforts to ensure that the development of superintelligence occurs in a manner that allows us to both maintain safety and help smooth integration of these systems with society. There are many ways this could be implemented; major governments around the world could set up a project that many current efforts become part of, or we could collectively agree (with the backing power of a new organization like the one suggested below) that the rate of growth in AI capability at the frontier is limited to a certain rate per year.
</p>

</p>

<p>
	And of course, individual companies should be held to an extremely high standard of acting responsibly.
</p>

<p>
	 
</p>

<p>
	Second, we are likely to eventually need something like an IAEA for superintelligence efforts; any effort above a certain capability (or resources like compute) threshold will need to be subject to an international authority that can inspect systems, require audits, test for compliance with safety standards, place restrictions on degrees of deployment and levels of security, etc. Tracking compute and energy usage could go a long way, and give us some hope this idea could actually be implementable. As a first step, companies could voluntarily agree to begin implementing elements of what such an agency might one day require, and as a second, individual countries could implement it. It would be important that such an agency focus on reducing existential risk and not issues that should be left to individual countries, such as defining what an AI should be allowed to say.
</p>

	Third, we need the technical capability to make a superintelligence safe. This is an open research question that we and others are putting a lot of effort into.
</p>

	<span style="font-size:20px;"><strong>What’s not in scope</strong></span>
</p>

	We think it’s important to allow companies and open-source projects to develop models below a significant capability threshold, without the kind of regulation we describe here  (including burdensome mechanisms like licenses or audits).
</p>

</p>

<p>
	Today’s systems will create tremendous value in the world and, while they do have risks, the level of those risks feel commensurate with other Internet technologies and society’s likely approaches seem appropriate.
</p>

<p>
	 
</p>

<p>
	By contrast, the systems we are concerned about will have power beyond any technology yet created, and we should be careful not to water down the focus on them by applying similar standards to technology far below this bar.
</p>

	<br />
	<span style="font-size:20px;"><strong>Public input and potential</strong></span>
</p>

</p>

<p>
	But the governance of the most powerful systems, as well as decisions regarding their deployment, must have strong public oversight. We believe people around the world should democratically decide on the bounds and defaults for AI systems. We don't yet know how to design such a mechanism, but we plan to experiment with its development. We continue to think that, within these wide bounds, individual users should have a lot of control over how the AI they use behaves.
</p>

	Given the risks and difficulties, it’s worth considering why we are building this technology at all.
</p>

<p>
	 
</p>

<p>
	At OpenAI, we have two fundamental reasons. First, we believe it’s going to lead to a much better world than what we can imagine today (we are already seeing early examples of this in areas like education, creative work, and personal productivity). The world faces a lot of problems that we will need much more help to solve; this technology can improve our societies, and the creative ability of everyone to use these new tools is certain to astonish us. The economic growth and increase in quality of life will be astonishing.
</p>

<p>
	Second, we believe it would be unintuitively risky and difficult to stop the creation of superintelligence. Because the upsides are so tremendous, the cost to build it decreases each year, the number of actors building it is rapidly increasing, and it’s inherently part of the technological path we are on, stopping it would require something like a global surveillance regime, and even that isn’t guaranteed to work. So we have to get it right.
